Operations Division

The Operations Division consists of the uniformed patrol and traffic officers who patrol the city daily. Their duties include responding to calls for service, taking reports to document criminal offenses and traffic crashes, and conducting proactive activities in an effort to reduce crime.

Operations is the largest division in the department and includes 102 full-time sworn officers and two civilian support personnel. In addition to Uniformed Patrol, the Operations Division is also responsible for the department’s Specialized Response Units, which include the Emergency Services Squad (ESS), Explosives Ordinance Disposal (EOD) Unit, Bicycle Unit, Crime Reduction Team (CRT), UAV (Drone) program, K-9 Unit, and Mental Health Co-Responder.

In 2000, the Crisis Intervention Team (CIT) Program was developed to increase safety and positive outcomes during mental illness interactions. Over half of all commissioned LSPD officers are certified as CIT officers, and all officers receive yearly training on crisis intervention techniques and resources. The CIT's primary goal is containment, communication, and safety for all involved in a crisis. CIT officers trained in tactical de-escalation aim to safely end crisis calls and provide necessary help and intervention strategies. The LSPD currently has 100 trained CIT officers.

The mission of the Lee’s Summit Police Department’s Traffic Safety unitis to reduce the number of motor vehicle crashes occurring on the roadways of Lee’s Summit. Our efforts include not only traffic enforcement, but motorist education and roadway engineering solutions. The Lee’s Summit Traffic Safety Unit is comprised of a captain, two sergeants, eight officers and a parking control officer. Officers work Monday through Friday on varying shifts focusing on creating safer roadways and reducing the number of motor vehicle crashes. Two officers work evenings and weekends with a focus of removing impaired drivers from our roads.

2024 Special Accomplishments

  • Additional officer added to the unit whose main focus is the detection and apprehension of impaired drivers.
  • In 2024, the unit began using 3D scanner technology whichallows accident reconstructionists to precisely measure, scale and investigate fatal and serious injury motor vehicle crashes.

2023 Department Enforcement Actions

Uniformed patrol officers staff 10 districts in the city and work 12 hour work days across three shifts.They are the first to arrive on the scene of calls for service and generally initiate all police investigations. In 2024, officers responded to or initiated 116,554 calls for service, a 1.6%increase over 2023 (114,657).

Patrol officers are supervised by 12 sergeants, who are responsible for allocating resources as crimetrends dictate, monitoring officer performance, answering questions, responding to the scene of critical incidents, approving reports and routing them for investigation.

Special Response Units

2024 Behavioral Health Calls

  • Officers responded to 1,409 behavioral health-related calls in 2024; a 9.6% increase in calls over 2023.
  • 291 out of 1,409 calls involved citizens threatening orattempting suicide, a 7% decrease from 2023.
  • 27% of calls involved juveniles, a 1% decrease from 2023.

Even though behavioral health-related calls for servicehave increased, suicidality has decreased. The CrisisIntervention Team is actively working with our communitypartners to drive this number down even further.

The Crime Reduction Team (CRT) is a proactive policing unit within the Lee's Summit Police Department. Established in 2012, it emphasizes community-oriented policing. Over the past 12 years, the CRT has expanded both its personnel and the scope of its operations. The team currently consists of four officers supervised by one sergeant, with plans for further expansion. 

Throughout 2024, the CRT conducted numerous investigations that resulted in both misdemeanor and felony charges. The team focused on addressing crime trends and utilizing intelligence-based strategies to reduce criminal activity and opportunities for crime. In collaboration with nearly every unit of the Lee's Summit Police Department, they identified trends, created solutions and located suspects. Many cases handled by the CRT involved cooperation with outside agencies, including the Jackson County Drug Task Force, FBI, Kansas City Police Department, Independence Police Department, U.S. Marshals and other local police departments.

K-9 Unit

The K-9 Unit consists of two highly trained teams who assist patrol officers and other local agencies in detecting narcotics, building searches and locating missing persons.

The unit currently has two K-9s: Roy, who is handled by Officer Scott McMilian, and Odin, who is handled by Officer Josh Mousaw.

Bicycles are used for proactive patrols addressing crime trends. The officers' maneuverability and ability to approach potential crimes make them valuable to the department and community. They also conduct high-visibility patrols, assist with special events and perform large search areas.

In 2024, the department's drone program expanded with the addition of six new UAV pilots and the start of training for a second instructor, bringing the total to 15 pilots and two instructors. This growth enhanced the program's ability to support a wide range of operations, with drones logging hundreds of deployments in 2024. The team also began providing aerial overwatch for major community events, including Oktoberfest, Downtown Days and Legacy Blast, improving situational awareness, crowd safety and emergency response capabilities. These advancements have further integrated drone technology into the department's public safety efforts, increasing efficiency and effectiveness in the field.

The Emergency Services Squad (ESS) is the department's critical incident response unit and is responsible for high-risk operations such as search warrants, high-risk apprehensions, barricaded suspects and civil disturbances.

The ESS includes the Entry, Cover and Negotiations teams. The team is comprised of a team commander, four sergeants, 16 team members, five negotiatiors and is supported by seven Lee's Summit Fire Department tactical medics.

In 2024, the squad was activated for 14 different incidents. 

The Bomb Squad, consisting of three certified bomb technicians and two hazmat technicians, is part of a larger regional response effort in Missouri and Kansas. In 2024, the unit responded to 18 regional callouts. The squad members train twice a month to maintain their skills in x-ray use, robot operations, and hazardous device handling and disposal.
