City Manager Mark Dunning serves as the City's chief executive officer and provides professional leadership in executing the policies and priorities of the mayor and City Council. The city manager is responsible for developing and recommending alternative solutions to community problems for consideration by the mayor and City Council and developing new programs and measures to meet emerging and future needs of the City, residents and business owners.

The city manager is appointed by the mayor with the advice and consent of a majority of the City Council. As the chief executive officer of the City, the city manager exercises direction over all municipal operations; appointing department directors, overseeing the enforcement of all City laws and ordinances, preparing the annual budget and managing the City's affairs.

In addition, the City Manager's Office provides support to the mayor and City Council, City boards, commissions and committees, and all City departments; and is responsible for the day-to-day operation of the City.

Three assistant city managers support the city manager in providing professional leadership for the organization. The city is organized into departments, each managed by a professional, municipal department director who reports directly to the city manager or assistant city manager.
