Stormwater Education

Image of a flooded residential street.Stormwater flows over the ground surface during a rain event directly into the City's storm drainage system, including lakes and streams, without any treatment. Heavy rain events in short periods can result in flash flooding. Paved areas, such as driveways, parking lots, streets, and rooftops, contribute to increased stormwater runoff because they do not allow stormwater to seep into the ground. 

Public Works is responsible for addressing stormwater issues related to public infrastructure, including streets, bridges, culverts, pipes, and other similar structures within the City. Please report any of the following stormwater concerns to Public Works at 816.969.1800:

 

Stormwater Management Plan

A Stormwater Management Plan (SWMP) is a required component of the mandated Municipal Separate Storm Sewer System (MS4) permit that is issued to the City by the Missouri Department of Natural Resources (MDNR). The current MS4 permit is effective through September 30, 2026, and the City's SWMP is updated annually in compliance with MS4 permit requirements.

2026 Update: The MDNR has issued a draft MS4 permit to replace the effective permit when it expires. As required by the MS4 permit, the City's Stormwater Management Plan has been revised to comply with the changes in the draft MS4 permit. The draft Stormwater Management Plan will become effective following a public review/comment period and MDNR approval. The MS4 permit renewal application is also included in the documents available to the public during the public review/comment period.

The City will accept public comments on the draft Stormwater Management Plan and MS4 permit renewal application through March 16, 2026.
