Administration Division

The Administration Division includes the Administrative and Support Services Units. These units handle a wide variety of duties ranging from policy compliance throughout the department to youth services within the community.

Commission on Accreditation for Law Enforcement Agencies

The Lee's Summit Police Department received its first accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA) in 2011. The agency has since received re-accreditation in 2014, 2017 and 2021. The CALEA process involves a rigorous peer review with each accredited agency undergoing a reassessment and vote by the commission every four years. The department submits files and statistics for peer review and conducts focus area interviews with a CALEA compliance services manager. The next reassessment is scheduled for 2025.

The Records Unit handles Sunshine Law and municipal discovery requests, alarm registrations and liquor license applications. The unit also manages payroll for the department and computer entry of criminal warrants. The staff consists of four records clerks and one police records supervisor.

The Property Unit manages recovered property for evidentiary purposes, The two technicians in the unit handled 6,381 items this year and also work with courts to determine property destruction or release.

The Professional Standards and Compliance Unit’s goal is to ensure transparency and accessibility in the complaint process to the public and officers, to strengthen the use of the force review process to ensure only necessary force is used, increase efficiency in how paperwork is routed and assist supervisors in identifying issues in real time.

The Professional Standards and Compliance Unit uses the IA Pro "BlueTeam" software program to enhance workflow efficiency. The digital platform aids in documenting and creating reports on use of force, citizen complaints and vehicle pursuits. It assists supervisors in real-time issue identification, identifies training needs, and ensures the department fulfills required reports for state or federal agencies. The unit utilizes processes such as the Early Warning System, Use of Force Review and Internal Affairs Investigations.

Support Services

The 911 Communications Center is the primary Public Safety Answering Point (PSAP) for the city, meaning that all 911 calls are originally routed through our dedicated communications specialists. Police calls are processed internally while Fire and EMS calls are transferred to the Lee's Summit Fire Department Communications Center.

The Communications Center has the seventh largest PSAP per call volume in the metropolitan area and is the third largest in Missouri. The Communications Center handled a total of 100,574incoming phone calls from citizens in 2024. (65,479 non-emergency and 35,095 emergency calls).

99.13% of 9-1-1 calls were answered within 15 seconds in 2023. The national standard is90%. Communications also handles calls initiated by officers via radio. In 2024, 64,613 officer-initiated radio calls were entered into our Computer-Automated Dispatch (CAD) system.

IMPACT

The Youth Services Unit is responsible for teaching the IMPACT curriculum, a program aimed at helping elementary students make good life decisions. The curriculum is taught by four full-time officers. The four guiding principles of the IMPACT program are Integrity, Responsibility, Respect, and Prevention. Officers visit second and fourth grade classrooms to deliver introduction lessons and teach the entire core curriculum to students in grades five and seven. In 2024, IMPACT was taught across 25 schools to more than 6,000 students during the Fall and Spring semesters. These schools included the Lee's Summit R7 School District, the Blue Springs R4 School District and one parochial school.

School Resource Officers

The Youth Services Unit currently has eight full-time school resource officers. School resource officers provide coverage for three high schools and four middle schools within the Lee’s Summit School District and one Parochial school. School resource officers provide security for students, staff and administration and are responsible for any reports and investigations at their assigned school.

Police Explorers

The Explorer Post Program provides comprehensive training and knowledge to youth aged 14-20 interested in law enforcement careers. The program offers classroom and hands-on experience to prepare students for the realities of law enforcement and foster relationships.

Youth Court

Youth Court is a diversion program for juvenile offenders. It also allows students to take on roles within the court system and, for the first time, juvenile offenders are held responsible by a jury of their peers. It is a cooperative project co-sponsored by the Eastern Jackson County Bar Association, the Jackson County Circuit Court Family Court Division and the Lee's Summit Police Department. In 2024, the LSPD Youth Court handled a total of 118 cases.

Junior Police Academy

The Junior Police Academy is a program designed for students aged 12-14 who attend the Lee's Summit R-7 School District or live in Lee's Summit. The one-week program is structured to simulate a professional police academy experience for students interested in the law enforcement profession.

Three sworn community interaction Officers and a sergeant make up the Public Information Unit. The unit's main responsibility is continuous, round-the-clock coverage of the Public Information Officer role. The public information officer(PIO) responds in real time to information requests from the media during major events, providing information updates to the public. The department's social media feeds are alsomaintained by the unit.

The department's hiring and screening process falls underthe unit’s responsibility. The advertising of available positionsand the multi-phase screening process all candidates mustgo through as part of the hiring process is handled by thePublic Information Unit. Fourteen new police officers andtwenty-two civilian employees were hired by the unit in 2024.

Additionally, the unit, it is responsible for managing thedepartment’s Citizen’s Police Academy each year, an eight-week program that offers citizens insight into the dailyoperations of the Police Department’s many units anddivisions.

The Detention Unit is staffed by 16 full-time employees and handles the processing and supervision of detainees charged with misdemeanors and felony crimes. In 2024, the non-sworn detention officers processed 2,956 prisoners.

The department has three police services officers (PSO) at the front desk who assist callers and visitors to Police Headquarters. They take walk-in reports, allowing sworn officers to stay in their patrol districts and avoid trips to headquarters. In 2024, the PSO staff took 577 walk-in reports and assisted over 8,500 visitors.

The Training and Wellness Unit consists of one sergeant, one range master, and one training coordinator, along with multiple officers who are instructors and subject matter experts in various disciplines. In 2024, the training unit provided more than 128 hours of training and instruction to each sworn officer in the various disciplines, which include Firearms, Defensive Tactics, Driver's Training, Legal Updates, Racial Profiling, Implicit Bias, and De-escalation lessons. This department-wide training serves to fulfill continuing law enforcement training hours for sworn officers as mandated by the Missouri POST Commission. Officers also routinely attend training outside the department in order to further enhance their skills and abilities.

During 2024, the department continued offering a yearly mental health check-in with a licensed clinician for all sworn staff. This program is designed to assist employees in dealing with the response to critical incidents and the resulting stress of the job. In addition, officers are provided an annual comprehensive wellness physical through Life Scan Wellness.
