Criminal Investigations Division

The Criminal Investigations Division includes the Criminal Investigations and Animal Control Units. The division's primary responsibilities include investigating criminal cases and handling the enforcement of animal control ordinances.

Criminal Investigations Unit

The Criminal Investigations Unit investigates violent crimes, general crimes, domestic violence, special victim crimes, and drug offenses. Personnel allocated to the Criminal Investigations Unit include one major, one captain, four sergeants, twenty-four detectives, one victim advocate and two civilian support staff.

  • Jackson County Drug Task Force (JCDTF)
  • US Drug Enforcement Administration (DEA) -Strike Force Group 43
  • Internet Crimes Against Children Task Force (ICAC)
  • Federal Bureau of Investigations Criminal Enterprise Squad 16
  • U.S. Drug Enforcement Administration (DEA) KC Tactical Diversion Group

Each task force provides unique assistance with internal case investigations for our department. Additionally, our assigned detectives have provided great assistance to other jurisdictions within the metropolitan area. These partnerships have proven beneficial as we have received overwhelming support with major case investigations in Lee's Summit.

The primary function of the Criminal Investigations Unit is to conduct follow-up investigations of reported crimes. These investigations involve interviewing suspects, victims, and witnesses as well as collecting and analyzing evidence to provide a comprehensive and factual case for presentation in court. Specially trained civilian staff provide crime data analysis, investigative support and victim assistance.

Criminal Investigation Highlights

The U.S. Department of Justice (DOJ) assists in funding two full-time domestic violence detectives, a city prosecutor, and a victim advocate through the Violence Against Women Act (VAWA), which was created in 1994. During 2024, domestic violence detectives handled over 494 domestic violence cases and 49 violations of an order of protection cases.

In June of 2023, five detectives and one sergeant were trained and assigned to investigate crimes involving children as victims, in addition to their traditional case assignments. These detectives are members of the Federal Bureau of Investigation's (FBI) Internet Crimes Against Children(ICAC) Task Force. During 2024, the team of detectives successfully investigated 12 ICAC cases that resulted in charges for six defendants in state court and two defendants charged in federal court.

In support of the Jackson County COMBAT Anti-Crime Commission and the County Legislature, the division has one sergeant and five detectives assigned to the Jackson County Drug Task Force (JCDTF). Two additional full-time detectives are assigned to the FBI and DEA Task Forces to pursue violent offenders and drug trafficking organizations, which have an impact on our community and the metropolitan area.

During 2024, JCDTF detectives were a part of 207 drug purchases and executed 34 search warrants. Detectives recovered 554 pounds of methamphetamine, 14 pounds of cocaine, 13 pounds of heroin, two pounds of powdered fentanyl and just over 58,000 M30 fentanyl pills.

Two additional full-time detectives are assigned to the FBI and DEA Task Forces to pursue violent offenders and drug trafficking organizations that have an impact on our community and the metropolitan area.

A joint initiative by the Kansas City Police Department and the U.S.Department of Justice investigates serious crimes in a six-county, two-state metropolitan area. In 2024, detectives and supervisors responded to four Metro Squad activations.

PIIT is a joint effort between the Blue Springs, Independence, Lee’s Summit, and Grandview police departments. Established in 2022, the team is responsible for the independent investigation of police-involved use of force incidents to ensure transparency and impartiality. In 2024, the PIIT Team conducted two investigations.

Animal Control Unit

The department’s Animal Control Unit is responsiblefor enforcement of animal ordinances to ensureanimal welfare and public health. The unit handledand provided temporary shelter to over 4,900 animals in 2024, with a 98% adoption rate. Animal Control Officers responded to 8,475 calls for service regarding animal abuse, bites, pet waste, barking complaints, and disposing of deceased animals.Animal Control also hosts community pet andadoption events throughout the year..
