CDBG Consolidated Plan

Consolidated Plan (5-Year Plan)

The Department of Housing and Urban Development (HUD) requires each entitlement agency to prepare a Consolidated Plan. The plan identifies local needs in housing and community development, and establishes local goals to accomplish utilizing grant funds. The plan also identifies programs to be carried out and resources to be used as implementation strategies. City Council adopted by ordinance the 2015-19 Consolidated Plan on May 21, 2015.

2020-2024 Consolidated Plan Development 

Each year the City receives CDBG funds as an Entitlement Community. These funds must be used to aid in activities that meet one or more of the HUD National Objectives: 1. Benefitting low/moderate income persons, 2. Aids in the prevention of slum or blight, and 3. Meets an urgent need (disaster relief). Over the next 5 years, the City will receive an estimated $2 million in federal funds via the Department of Housing and Urban Development. To help the City determine where to direct funds, citizens and stakeholders are invited to share their input. For more information call 969.1243. 

Focus Interest Groups

Several Focus Interest Groups have been formed, including: Public Infrastructure, Housing and Public Services. These groups include a mixture of citizens and stakeholders within the community. These groups will meet several times throughout the month of October to help identify and address community needs and/or gaps over the next 5 years.


The City has conducted citizens, stakeholders, developers and local mortgage lenders to provide their feedback through an array of surveys through October 18.

Public Open Houses

Citizens and stakeholders are invited to attend one of two Open Houses designed to provide program information and an opportunity for attendees to share input.

Annual Action Plans (1-Year Plans)

The Action Plan for 2019-2020 was adopted by City Council by ordinance on May 21, 2019 for the program year beginning July 1, 2019. The Action Plan is outlines in more detail what activities will be carried out and how they will be funded. The programmed activities in the Action Plan should help achieve the community’s long-term goals identified in the Consolidated Plan.
