The purpose of this page is to assist in the preparation of the Stormwater Best Management Practices (BMP) Operation & Maintenance Manual (O&M Manual) for the City of Lee’s Summit. This is meant to provide a framework for the minimum information required.

Stormwater Management Facilities Description

  • General Site Description (Overview):
    • Overview that includes information such as how many BMPs, the general location of each BMP, the location of any BMP discharges, etc.
    • Reference to Site Plan in Appendix.
  • Stormwater Management Facilities (for each BMP):
    • The function of BMP (i.e. water quality, flood attenuation, etc.).
    • Typical BMP features (i.e. perforated riser pipe surrounded by clean rock, outlet structure with multiple orifices, perforated underdrain, etc.).
    • Unique BMP features (i.e. less than 2% basin bottom slope, low flow channel, amended soil for infiltration, etc.).

Site Contacts and Requirements for Change of Ownership or Manual Revision

  • List of site contacts.
  • List of BMP owner(s).
  • Specify how changes to the manual will be handled, including a requirement that City approval be required.
  • Specify what is required if ownership changes, such as notifications given to the City.

Maintenance Procedures

  • Routine Maintenance Activities, With Frequency
    • List expected routine activities such as, but not limited to:
      • Cutting grass every one to two weeks during April - September growing season.
      • Removal and disposal of trash and debris as needed but at least yearly.
      • Outlet pipes are kept free of any blockage on an ongoing basis, etc.
  • Non-Maintenance Activities, With Frequency.
    • List expected non-routine activities such as, but not limited to:
      • Removal of sediment as needed.
      • Slope repair as needed.
      • Erosion repair as needed.
  • Maintenance Materials (specifications for any components that might need to be replaced such as, but not limited to):
    • Storm sewer pipe material, class, and specification requirements such as:
      • Reinforced Concrete Pipe, Class III, ASTM C-76.
      • HDPE, AASHTO Designation M252 and M294.
    • Rip-Rap Rock with size requirement.
  • Safety (General)
    • This should include statements such as, but not limited to:
      • Care should be taken when conducting maintenance activities.
      • Hazards should be anticipated and avoided.
      • Confined spaces should not be entered without proper training, monitoring and equipment.

Inspection Procedures

  • This should include directions for the following, at a minimum:
    • An inspection shall be performed by a qualified individual familiar with the operation of the BMP facilities.
    • Inspections during the first year of operation will be required every {specify frequency, such as every three months} using the Inspection Checklist in Appendix.
    • Inspections after the first year of operation will be required {specify frequency, annually at a minimum} using the Inspection Checklist in Appendix, with inspection forms retained for {specify retention length, such as 10 years} from the inspection date.

BMP Waste Disposal

  • Clarify what is considered BMP waste.
  • Specify handling and disposal of BMP waste.
  • Specify how water will be handled during any basin cleaning, as well as the handling and disposal of any sediment removed from the water or basin.
