Lee’s Summit Parks and Recreation Implements Referee and Athletics Staff Abuse Prevention Matrix

LEE’S SUMMIT, MO — Lee’s Summit Parks and Recreation (LSPR) has announced the implementation of an Athletic Staff and Volunteer Abuse Prevention Matrix, a structured policy designed to clearly define, address, and prevent abusive behavior toward referees, athletic staff, and volunteers across all sports programs. This program was created in collaboration with Sporting Lee’s Summit, Lee’s Summit Football Association, Lee’s Summit Girls’ Softball Association, and the Lee’s Summit Baseball Association.

The matrix establishes a tiered system of consequences for both non-physical and physical misconduct, ensuring consistent enforcement and accountability. It is part of LSPR’s ongoing commitment to providing a safe, respectful, and positive environment for participants, staff, and spectators.

“Officials, staff, and volunteers are essential to the success of our programs,” said Joe Snook, LSPR Administrator. “This matrix reinforces that abuse of any kind will not be tolerated and provides clear expectations for behavior at all levels of play.”

Policy Overview

The Abuse Prevention Matrix outlines four escalating levels of non-physical offenses and three levels of physical offenses, each with defined minimum penalties:

  • Non-Physical Misconduct ranges from disrespectful or undermining behavior to harassment, threats, and discriminatory acts. Penalties escalate from single-game suspensions to multi-game suspensions and potential lifetime bans for repeated or severe violations. 
  • Physical Misconduct includes actions such as unwanted contact, aggressive physical behavior, or assault. Consequences range from multi-game suspensions to lifetime bans, depending on severity. 

The policy also includes enhanced penalties for repeat offenders and more severe consequences when incidents involve minors serving in staff or volunteer roles.

  • Ensure a safe and welcoming environment for all participants.
  • Provide consistent and transparent enforcement across programs.
