The City of Lee’s Summit Seeks Feedback on Stormwater Management Plan

The City of Lee’s Summit will host a public meeting from 5:30 to 6:30 p.m. on Friday, March 13, to solicit community feedback on the City’s updated Stormwater Management Plan. The meeting will be held in the Development Conference Room at City Hall, 220 SE Green St. Community members may attend in person to learn more about the plan and provide input.

The Stormwater Management Plan is a required component of the City’s Municipal Separate Storm Sewer System (MS4) permit, issued by the Missouri Department of Natural Resources. The City’s current MS4 permit is effective through Sept. 30, 2026, and the Stormwater Management Plan is updated annually to remain in compliance with permit requirements.

The Missouri Department of Natural Resources has issued a draft MS4 permit to replace the current permit upon its expiration. In response, the City has revised its Stormwater Management Plan to align with proposed changes in the draft permit. The updated plan will take effect following a public review and comment period and approval by the Missouri Department of Natural Resources.

The draft Stormwater Management Plan, draft MS4 permit and draft permit renewal application are available for public review at cityofls.net. In addition to the March 13 public meeting, the City will accept public comments on the draft Stormwater Management Plan and permit renewal application through March 16. A public comment form is available at cityofls.net/public-works/stormwater-education.

Northwest Colbern Road between Northwest Blue Parkway and Northeast Douglas Street is now open to traffic.

Update 12/12/25: Southwest Scherer Road is now open. Update 12/5/25: The closure of Southwest Scherer Road at its intersection with Southwest Pryor Road has been extended by one week. It was originally scheduled to reopen today 12/5/25. The intersection of Southwest Scherer and Southwest Pryor Roads is set to close on Wednesday, October 22, for approximately forty-five days. The closure is necessary for intersection reconstruction.

Utility work along Southwest Fourth Street between Southwest Jefferson and Southwest Market streets requires the closure of the alley between Southwest Fourth and Southwest Fifth streets beginning Wednesday, October 15. A utility contractor will be installing a gas main as well as abandoning a portion, and work is permitted through the end of November.

Sections of Southwest Oldham Parkway and Southwest Jefferson Street (in green on the map below) have been partially open, but will fully close again on Monday, Oct. 13, for approximately one month. The detour ties in with the existing detour for the closure of Southwest Oldham Parkway between Southwest Allendale Boulevard and the Southwest Oldham Parkway exit from Route 291.

A section of southbound Northeast Douglas Street between Northeast Orchard Street and Northeast Forest Avenue is set to close daily from 9 a.m. to 4 p.m. beginning Friday, Oct. 10, and will last for approximately two weeks. The closure is necessary for the installation of a gas main.
