Primary and secondary streets are completed, and residential streets were started early Thursday morning. Residents are urged not to park on streets and cul-de-sacs if possible. Drivers cannot plow if streets or cul-de-sacs are too congested, and they will move on to finish their routes and attempt to return after all other streets are completed.
