At its meeting on Jan. 5, the Lee’s Summit City Council approved a plan to expand OATS transit services within Lee’s Summit, Mo, with an anticipated start date of April 1, 2017. The plan discontinues the Kansas City Area Transportation Authority (KCATA) MetroFlex Route 252, but reduces fares, increases hours of operations, and expands the service area for the OATS service. KCATA Express Route #152 to downtown Kansas City is not impacted by this change.

Demand response transit service has been provided through KCATA MetroFlex Route 252 and OATS within Lee’s Summit for more than a decade. The City of Lee’s Summit recently completed a Transit Study in coordination with KCATA which recommended demand response transit service changes to improve efficiency, gain capacity, expand service and lower cost.  Several contracts to implement the recommended change in demand response transit service were approved by City Council. Those changes will discontinue the MetroFlex service and equally expand the OATS service.

The service operated by OATS, under contract with the City, will continue to provide place-to-place transit trips for any person, regardless of age or ability limitations, and nearly any purpose.  OATS will still require at least 24 hour advance reservation, and the days of service will remain Monday through Friday; however, the hours of daily service will increase and be offered from 7 a.m. to 5:30 p.m.  The service will be available within the City limits of Lee’s Summit and to/from TMC – Lakewood Medical Center located just beyond the City limits, which is an expansion of the service area when compared to MetroFlex. The fare will be $1.50 per one-way trip, which is a reduction in fare for OATS to match MetroFlex’s one-way trip rate.  Additional vehicles operated by OATS will be purchased and put into service to implement these changes and meet demand.  These changes in service have a target start date of April 1, 2017.  The KCATA will be communicating the change in service to MetroFlex riders well in advance.
