Inspections

Scheduling and Viewing Inspections

The CityView Online Portal will allow you to schedule inspections, view inspection reports and plan review documents, and find general project information. Visit the CityView Online Portal, click on "Building Department Status and Fees", and type in the permit number or address in the search field.

All temporary certificates of occupancy are issued for 30 days. If additional time is required, an Extension Request Form must be completed and submitted to Development Services at devtech@cityofls.net. Each issuance of a temporary certificate of occupancy requires payment in accordance with the adopted Schedule of Fees. Once the fee has been paid, the temporary certificate of occupancy will be issued.

Required Inspections

Upon issuance of a building permit, certain inspections are required to verify compliance with the building code. This is done for the safety of the people who will occupy or otherwise use the structure or space once it is completed. City Inspectors will make both routine and required inspections during the construction process.

Footing inspections shall be made after excavations are complete and forms and reinforcing steel are in place, but prior to the placement of concrete.

Foundation walls in excess of 10 feet in height shall be inspected. This inspection will be conducted to determine whether the walls are constructed in accordance with the engineered design. This inspection shall be made after all forms and steel are in place but prior to the placement of concrete. 

Shall be made after the in-slab or under-slab conduit, piping, and other equipment are in place, but prior to being covered by either concrete or gravel. 

Framing inspections shall be made after all roof deck, framing, fire blocking, and bracing are in place and pipes, chimneys, and vents to be concealed are complete, and the rough electrical, plumbing, mechanical, and HVAC systems are in place and approved.  In cases where truss systems or fabricated products are used, the approved design for these systems shall be on site at the time of inspection. 

Shall be made after the service equipment is installed, including the grounding and service-entrance conductors. 

Shall be made after or at the same time that all gas piping is installed and approved. Piping shall be tested for a minimum of 10 minutes and at not less than 10 psi or 6 inches of mercury.  Gas Service will not be released until gas appliances and equipment have been vented and approved. 

Shall be made after the water service piping and meter assembly have been installed, but prior to being covered. 

Shall be made after the sewer service piping has been installed, but before it is covered. 

Shall be made after all forms and reinforcing steel are in place, but prior to the placement of concrete. As applicable, all manholes, valve boxes, and other equipment shall be adjusted in accordance with the Design and Construction manual prior to approval. 

Shall be inspected after all forms and reinforcement are in place, but prior to the placement of concrete. Sealed plans must be on site at the time of inspection. 

Erosion control devices will be inspected each time an inspector is on site. If erosion is not being controlled in accordance with the City of Lee’s Summit Design and Construction Manual, requested inspections may not be performed until corrections have been made. In addition, stop-work orders and court actions may be initiated if adjacent property, streams, and streets are not adequately protected from erosion. 

A temporary certificate of occupancy (TCO) may be issued before the completion of the entire work covered by the permit, provided that the portion of the work that receives the TCO shall be occupied safely.  Upon issuance, a time period for which the TCO is valid shall be set. 

The final inspection shall be made after all work required by the permit is completed but prior to occupancy. Occupancy includes moving furniture and other items into the house that may interfere with the inspection process. 

Additional Inspections

Residential Third Party Inspections

Residential inspections performed by a third party are accepted for foundation, foundation wall, footing, and framing inspections. Third-party inspections may be submitted through the CityView Online Portal or emailed to devtech@cityofls.net. The Third Party Inspection Form must be submitted within 48 hours after the inspection.

Site Development and Subdivision Permit Inspection Process

Contact your assigned Field Engineering Inspector at 816.969.1200 at least 2 business days prior to the onset of construction. The inspector will meet you on site, deliver the approved and signed plans, and issue the permit to you. 


Sanitary Sewer Third Party Camera Inspection

Camera testing of Sanitary Sewer mains may be completed by an independent camera operator, with the results submitted to Water Utilities. The Sanitary Sewer Video Inspection Policy outlines the requirements of each party involved in the process and the camera testing requirements. The Manhole Inspection Form must be completed for each manhole on the project and submitted with the testing results, as described in the policy.

Special Inspections

Where an application is made for construction, the owner or the registered design professional in responsible charge, acting as the owner’s authorized agent, other than the contractor, shall employ one or more approved agencies to provide special inspections and tests during construction on the types of work specified in Section 1705 and identify the approved agencies to the building official. These inspections are in addition to the inspections identified in Lee’s Summit Code of Ordinances Chapter 7. (See code section for exceptions).

When requested, you will be required to provide a statement of special inspections/letter of responsibility from the company contracted to perform special inspections.

Note: Receipt of the final, approved inspection report must be received prior to occupancy.

*All code references are to the currently adopted International Building Code.

**Special inspections are not to be confused with 3rd party inspections, which are when an approved agency performs inspections normally performed by Lee’s Summit staff.
