CDBG Program (Community Development Block Grant)

The City of Lee's Summit, Missouri was designated as an Entitlement Community under the Community Development Block Grant (CDBG) program by the Department of Housing and Urban Development (HUD). The grant funds are provided to the City on an annual basis to meet the needs of the low-to-moderate income individuals and families, to address slum or blight in Lee's Summit or to meet an urgent need (referred to as “the Three National Objectives of the CDBG Program”).

Application for this year's funding has completed. The public has a 30-day period to review and provide comments on the draft Action Plan before City Council final approval.

First Time Homebuyer Program

The City allocated $34,200 Community Development Block Grant funding to support the First Time Homebuyer program of FY 2018-19, which started July 1, 2018.

The City of Lee's Summit was designated as an Entitlement Community under the Community Development Block Grant (CDBG) program of the Department of Housing and Urban Development (HUD). Annual entitlement funds must be used to benefit low-to-moderate-income persons, address slums and/or blight or address a particular urgent community need (disaster).

The City is currently accepting applications and interested first time homebuyers who qualify can submit applications by downloading the application form and instructions by following the web links below.

Grants under the First Time Homebuyer Program will be issued in the maximum amount of $3,000 and will be available to low-to-moderate income individuals or households who are qualified first time homebuyers to be used for:

• Up to 50% of the required down payment not to exceed $3,000
• Reasonable closing costs up to $3,000
• A combination of the above, not to exceed $3,000.

Grants are awarded on a first-come-first-served basis.

Income guidelines are based on HUD's Adjusted HOME Income Limits. Eligible households will have total household incomes (from all sources) equal to or less than the most recent income limits as established by HUD as follows (For eligibility, household income is determined based on the anticipated total household gross income to be earned during the 12-month period immediately following the date of application):

For the purposes of this program, the following will qualify as a "first time" homebuyer:

• Someone who has not owned a home for the past three (3) years, or;
• A single parent as defined by HUD or a displaced homemaker as defined by HUD

To be eligible, the buyer must meet the 12-month residency requirement. The buyer must have been Lee's Summit resident for 12 months prior to application for assistance through this program.

Only homes located in the corporate limits of the City of Lee's Summit, Missouri are eligible for the program. Homes that were built before 1978 must pass a deteriorated paint inspection. If they fail the inspection, proper actions must be taken to address the lead-based paint hazards according to HUD regulations before they can quality for this program. In addition, the purchasers must agree to maintain the homes as their primary place of residency for three (3) years.

Application information, forms and other related documents are available at Planning & Special Projects Department and Development Services in City Hall, 220 SE Green Street, Lee's Summit, Missouri, 64063 and as PDF files for download on this page below. Complete applications must include documentation of income and a pre-approval letter from a qualified mortgage lender. Lenders who wish to participate in the First Time Homebuyer Program must have a Memorandum of Understanding on file with the City. Applications should be turned in to the Planning & Special Projects Department at City Hall during the hours of 8:00 a.m. - 5:00 p.m, Monday through Friday, except holidays. They may also be mailed to the above address, c/o First Time Homebuyer, Planning & Special Projects. Applications will be accepted and processed on a first come, first served basis. When all funds are completely expended or reserved for active applications, the City will continue to accept applications throughout the program year and placed them on a waiting list in the order as they are received. All applications on the waiting list, if not funded, will expire at the end of the program year. Submission of an application does not guarantee approval.
