Encroachment Policy
The Encroachment Policy was established to ensure protection of City property, City right-of-way, and City easements from unauthorized encroachment. These established guidelines by which requests for encroachments may be considered; to establish the responsibilities of City departments regarding the protection of City property, City right-of-way, and City easements from unauthorized encroachments; and to establish policies regarding the disposition of existing unauthorized encroachments.
An encroachment is defined as development, construction on, or use of City property, City right-of-way, or City easements, with the exception of allowed uses.

Level of Service Policy
The Level of Service Policy (LOS) is a quality measure that describes operational conditions within a traffic flow stream, generally in terms of service measures such as speed, travel time, freedom to maneuver, and comfort and convenience.
Six LOS classifications are defined for various types of transportation facilities. Letters are used to designate each level, with A representing the best operating conditions and F, the worst. The City of Lee's Summit generally designs its intersection signalization with levels C and D in mind.

Street Naming Policy
When a new development is proposed, street names are proposed by the developer. City staff reviews the proposed names to ensure they do not duplicate existing street names in other parts of the City in accordance with the Street Naming Policy. If the new street is a continuation of an existing street, the same name is recommended. Numbered streets (like 3rd Street) are used for east/west streets south of the center dividing line of the City. Lee's Summit uses directional quadrants (NW, NE, SW, SE) before all street names.

Unimproved Road Policy
When a new development is proposed, care is taken to ensure public safety by constructing roadways appropriate to the development in accordance with the Unimproved Road Policy. The first step in the review of proposed roadways is to evaluate existing roads and unimproved roads. Unimproved roadways are those that are generally defined as narrow in width (18-20 feet), with drainage ditches adjacent to the roadway.

Right-of-Way Policy
A Right-of-Way permit must be obtained from the City of Lee's Summit Public Works Department any time an excavation is made in the public Right-of-Way. This permit will consist of Permit Application Guidelines, Permit Holder Requirements and other relevant information.

Temporary Traffic Control Policy
A Temporary Traffic Control Permit (TTC Permit) must be obtained from the City of Lee's Summit Public Works Department any time the authorized Right-of-Way user performs work or actions that narrows, closes, or otherwise impacts the normal flow of vehicular traffic or pedestrian traffic on any public street or sidewalk. This permit will consist of Permit Application Conditions, Permit Holder Requirements, and other relevant information. Requests for a permit should be made at least 48 hours prior to work or 10 business days prior to work that requires a detour. Applicable fee(s) must be paid before a permit will be issued.

City of Lee's Summit Standard Insurance and Indemnification Requirements
Section 26-211 of the City Code, as approved by Ordinance No. 8895, provides that the insurance to be provided by a right-of-way user and other parties as referenced in Chapter 26 of the City Code shall be as set forth in the Standard Insurance and Indemnification Requirements as approved by the City Attorney, which may be updated and amended as needed from time to time. This document sets forth those requirements as authorized by Section 26-211.
