Stormwater Education

Image of a flooded residential street.Stormwater flows over the ground surface during a rain event directly into the City's storm drainage system, including lakes and streams, without any treatment. Heavy rain events in short periods can result in flash flooding. Paved areas, such as driveways, parking lots, streets, and rooftops, contribute to increased stormwater runoff because they do not allow stormwater to seep into the ground. 

Public Works is responsible for addressing stormwater issues related to public infrastructure, including streets, bridges, culverts, pipes, and other similar structures within the City. Please report any of the following stormwater concerns to Public Works at 816.969.1800:

 

Stormwater Management Plan

A Stormwater Management Plan (SWMP) is a required component of the City's Municipal Separate Storm Sewer System (MS4) permit, issued by the Missouri Department of Natural Resources (MDNR). The City's current MS4 permit is effective through September 30, 2026 and the City's Stormwater Management Plan is updated annually to remain in compliance with permit requirements.

2026 Update: The MDNR has issued a draft MS4 permit to replace the current permit upon its expiration. In response, the City has revised its Stormwater Management Plan to align with proposed changes in the draft MS4 permit. The draft Stormwater Management Plan will take effect following a public review and comment period and approval by the MDNR. The draft MS4 permit renewal application, along with the draft MS4 permit, and the draft Stormwater Management Plan are available for public review and comment through March 16, 2026. The public can submit comments on these documents using the comment form below.

In addition, the City of Lee's Summit will host a public meeting from 5:30 to 6:30 p.m. on Friday, March 13, 2026 to solicit community feedback on the City's draft Stormwater Management Plan, permit renewal application, and MS4 permit. The meeting will be held in the Development Conference Room in City Hall, 220 SE Green St.  Community members may attend in person to learn more about the plan and provide input.


The City will accept public comments on the draft Stormwater Management Plan, draft MS4 permit, and draft MS4 permit renewal application through March 16, 2026.
