City Council Vacancy

The application period has closed.
Council District 4 residents interested in serving as a councilmember are invited to apply for the current vacancy in District 4. The selected candidate will serve until April 2026. 

Candidate Criteria

Per state law and City Charter provisions, candidates for the vacancy must meet the following criteria:

  • A qualified voter in the state of Missouri.
  • A resident of the City for two years next preceding appointment and a qualified voter.
  • Shall remain a resident of District 4 and a qualified voter.
  • A resident of District 4 for six months next preceding appointment.
  • Not in arrears for any unpaid City taxes or municipal user fees.
  • Not in forfeiture or defalcation in office.

Residents can submit questions for the candidates by emailing questions to the City Clerk's Office by 5 p.m. Jan. 29. Questions will be dispersed to the City Council for consideration.

How to Apply

The application period has closed.

Two different applications are required:  

  1. The in-person application for legally required information. Complete in person by visiting the City Clerk's Office at City Hall during business hours.
  2. The Candidate Application must be submitted online to gather additional information.
     

Selection Process

Feb. 4 City Council Meeting

  • The council will review the applications and narrow the pool of applicants to a maximum of five.

Feb. 11 City Council Meeting

  • Candidate interviews will be conducted.
  • Candidates will have an opportunity to give a two-minute statement.
  • The mayor will ask each candidate a maximum of six questions. Questions will be from those submitted by councilmembers and the public and consolidated by the mayor.
  • Candidates will have two minutes to give a closing statement.
  • The council will then take public comments. 
  • The council may ask additional questions before recessing to deliberate and vote on candidates.


    Voting Process

  • The mayor will accept nominations from among the eligible candidates from the council. A second nomination is not required. At the close of nominations and before voting, any councilmember may provide comments about a candidate.
  • The mayor will request a roll call vote. Each councilmember will state which candidate he or she wishes to vote for. If any candidate receives a majority of votes cast by the remaining councilmembers, including the mayor, he or she shall be declared appointed.
  • If no candidate receives a majority of the votes of the remaining members of the council, including the mayor, only the candidates with the two highest vote totals will remain in nomination, and all others shall be removed.
  • If a tie results in more than two candidates remaining in nomination, those candidates and any other candidate receiving the next higher number of votes shall remain on the ballot and up to two additional roll calls may be taken. 
  • If no candidate receives a majority of the votes of the remaining councilmembers, including the mayor, after the third ballot, the mayor shall declare nominations null and reopen the floor to nominations and the process will repeat.
