MESSAGE FROM THE DIRECTOR

I am pleased to present the following 2024 Public Works Annual Report and Asset Snapshot. While it is challenging to condense the volume and variety of work by the department into a single report, this report highlights several of the more significant accomplishments from the past year, while also providing a summary of some of the major infrastructure assets it maintains. The department has provided variations of an annual report in previous years; however, this is the first annual report published solely online and the first to incorporate an asset snapshot, a goal outlined in the department’s adopted Asset Management Plan and Strategic Plan. This report also provides additional data on the department’s customer service activities.

Public Works is one of the most diverse City departments and includes the Airport, Engineering, Fleet, Operations and Solid Waste Divisions. It’s also one of the largest City departments, with nearly 115 full-time employees. The department’s employees are our most important asset, providing critical services to the community. In 2024, the department revised and reaffirmed its mission with the workforce in mind: “Through a valued workforce, Lee’s Summit Public Works is committed to promoting and supporting our community’s quality of life by: providing safe and efficient infrastructure; responsive services; and ethical and equitable customer service.”

A major winter storm kicked off 2024, while significant rains and historic flooding occurred mid-year. These events highlighted the important role Public Works' employees serve as first responders during emergencies, including snow plowing, clearing downed trees and debris from streets and tracking and documenting structural flooding.

The department and its employees continued to provide essential City services throughout the year, while some major projects and initiatives came to fruition. The City’s largest-ever capital improvement project, the Colbern Road Improvements, started in 2024 and is expected to be completed in 2025. The Chipman Road Improvements, the last of the remaining projects from the City’s Capital Improvements Sales Tax renewal in 2007, also started in 2024 with a completion date of 2025. Together, these projects will improve more than three miles of arterial streets in the city. The department was also awarded federal and state grants for several capital projects, including the Pryor Road Phase 1 Improvements.

Multi-year efforts to develop a new strategic plan and to achieve APWA reaccreditation both culminated in 2024. These efforts ensure the department is aligned with the City Council’s strategic initiatives and demonstrate how the department adheres to best practices. Another multi-year effort – the implementation of the Airport Business Plan – also continued in 2024, resulting in new names for both the airport and its fixed-base operator (FBO). These and other highlights are detailed below.

Heading into 2025, the department and its employees will play a crucial role in the City Council’s identified priority goals, including stormwater, solid waste and beautification. We look forward to building on the successes of 2024 while tackling the challenges and opportunities ahead.

2024 HIGHLIGHTS

Reaccreditation

The department again achieved reaccreditation from the American Public Works Association (APWA) in 2024. This achievement recognizes the department’s commitment to excellence in public works management and operations. This is Public Works sixth accreditation since 2004, solidifying its position as a leader in public works management. The department was fully compliant with applicable practices. It was recognized for having model practices in three areas: strategic planning, career development and succession planning, and snow and ice control planning.

Strategic Plan

The department completed a multi-year strategic planning process. The new plan aligns with the City’s Ignite! strategic plan and critical success factors and has three focus areas: community, which encourages excellence in infrastructure and essential service delivery; collaboration, which emphasizes stakeholder interactions and relationships; and culture, which highlights the employee experience and importance of the department’s workforce.

Federal and State Funding

More than $20 million was awarded to the City of Lee’s Summit in federal and state grants for various infrastructure projects. These grants are for projects already identified in the City’s Capital Improvement Plan (CIP), which may help free up funding for future projects. Grants for the Pryor Road Phase 1 (Hook to Longview), Third Street Improvements and the Airport Terminal Building were all awarded in 2024.

Airport and Airport FBO Renaming

New names for both the airport and the fixed-base operator (FBO) were approved by City Council in 2024: Kansas City-Lee’s Summit Regional Airport and Summit Aero (FBO). The renaming is part of a rebranding effort recommended in the 2021 Airport Business Plan.

Fleet Quick-Time Lane

The Fleet Division implemented a new quick-time lane for services such as oil changes. This minimizes downtime for vehicles and reduces repair and maintenance costs. This is especially important for emergency vehicles, such as those used by the Police and Fire Departments – it enables vehicles to return to the road, allowing critical services to continue. Fleet provides services citywide for any department with equipment and/or vehicles.

Capital Projects Dashboard

With the help of the City’s Information Technology Services, the department has developed a new dashboard that displays projects in the City’s Capital Improvement Plan (CIP). The dashboard includes accurate mapping of the City’s capital projects using Geographic Information Systems (GIS) data. Basic information about each project, including estimated timelines and links to additional information (if applicable), is provided.

Fleet provides internal services to the City's departments, including Fire and Police. Work orders are initiated for repairs and maintenance to the City's fleet.

*Service requests are reports of concerns entered into Cityworks, the Public Works Department’s asset and customer relationship management software. Service requests may be initiated from emails, phone calls, in-person interactions, LS Connect/SeeClickFix, City employees, etc.

   

ASSET SNAPSHOT

Except where noted, data is from calendar year 2024 and is from inventories available in the City’s Geographic Information System (GIS) as of early 2025. Depending on the type of data and when information is received, there can be lags in data entry.


Pothole Work Orders

*The potholes reported and not turned into work orders is due to the location of the potholes being in an area owned and maintained by another agency, jurisdiction or entity (such as the Missouri Department of Transportation or a private street).

The number of work orders is not the same as the number of potholes filled; multiple potholes can be filled on one work order.

Bridges

Bridge. 61 bridges**.

Bridge with car underneath. 100% in fair or better condition.

 

**Bridges of twenty feet or longer. Does not include the Colbern Road bridge, which was removed in 2024 for replacement as part of the Colbern Road Improvements project.

Inspections are performed every two years. Inspection data is from 2023 and was updated in the City’s GIS system in 2024. All bridges have a rating of fair or better. The bridge condition goal is to maintain an overall bridge rating of fair or better as defined by the National Bridge Inspections Standards (NBIS). A bridge rating of poor, fair or good is used to assess condition and performance consistent with the NBIS which states the following:

Bridge Condition is determined by the lowest rating of National Bridge Inventory (NBI) condition ratings for Item 58 (Deck), Item 59 (Superstructure), Item 60 (Substructure), or Item 62 (Culvert). If the lowest rating is greater than or equal to 7, the bridge is classified as Good; if it is less than or equal to 4, the classification is Poor. Bridges rated 5 or 6 are classified as Fair.

Pavement

73.4 average pavement condition index (PCI), 1,111.62 lane miles, 1.41 new lane miles, 40.4 lane miles milled and overlaid, 51.8 lane miles crack sealed and 43.8 lane miles surface sealed.

*The pavement condition index (PCI) rating is from zero (failed) to 100 (excellent). Any segments with a rating of 100 were removed from the calculation and presumed to be brand new. Segments are generally inspected on a four-year rotating basis so there is a data lag. Segments are not uniform in length – they are any section of pavement between two points such as from intersection to intersection. The City’s pavement condition goal is to maintain an average PCI of 60 or greater for the system; preferably a PCI of 45 or greater for all roadway segments individually and collectively. Approximately 6% of segments are below the PCI rating of 45. These are typically addressed with the annual pavement management program or spot asphalt repairs.

 

Mill & overlay, crack seal and surface seal are all part of the City’s annual pavement management program and are funded by the Transportation Sales Tax. These programs help to improve the condition and extend the life of pavements.
