Olive and Orchard Streets Road and Stormwater Improvements

Northeast Douglas Street to Northwest Chipman Road

This project will reconstruct Northwest Orchard Street from Northwest Olive Street to Northeast Douglas Street, reconstruct the entirety of Olive Street and install stormwater infrastructure in the area. Olive and Orchard streets are mapped as a bike/pedestrian route in the City’s Greenway Master Plan to provide a safe connection to Chipman Road at a signalized intersection. Olive and Orchard streets will be rebuilt as urban streets with curb, gutter, sidewalks, enclosed stormwater systems and a pavement section to accommodate mixed, local traffic. This project also includes water main upgrades and sanitary sewer improvements.

Project Updates

  • May 13, 2026: The project is well underway with the installation of new sanitary sewer and watermain improvements. 
  • April 13, 2026: Work has begun on the project. The contractor cleared trees and is working to install sanitary sewer on the
    south end of Olive street. Utility conflicts are slowing progress but not a major impact at this time.
  • March 2, 2026: Northwest Olive and Northwest Orchard streets closed to through traffic until October 2026. These initial closures are to minimize traffic while crews begin tree clearing and utility work.
  • Feb. 25: A "meet the contractor" public meeting was held at City Hall.

Olive and Orchard will be reconstructed with two 12-foot lanes, curbs and gutters. An enclosed storm system will be constructed for the area with work along Olive, Orchard, Central streets and Forest Avenue. The system will drain into a detention basin to be constructed at the south end of Olive. Sidewalks will be constructed along the south side of Orchard Street and the east side of Olive Street. The water main along Orchard and Olive will be updated. Sanitary sewer work includes replacing several structures and localized capacity improvements.

This project is intended to mitigate structural flooding, rehabilitate aging infrastructure and provide neighborhood connectivity.

  • Construction is anticipated to begin in March 2026.
