Residential Trash Service

Residents of Lee’s Summit may hire the trash hauler of their choice – monthly rates vary depending upon the hauler chosen.  All licensed residential trash haulers are required to offer yard waste pickup and curbside recycling to residents.  Additional fees apply for yard waste and curbside recycling services, which vary depending on the hauler chosen.

NOTE: the hauler must be licensed with the City of Lee’s Summit.

Status of Proposed Citywide Solid Waste Program

On March 4, 2010, the City Council directed city staff to issue the state-required two-year notice to all solid waste haulers providing services in the City that the City is considering implementation of a comprehensive, citywide, solid waste program.  The program currently proposed by city staff includes volume-based pricing for residential trash service with free, unlimited, curbside recycling.  Under this proposed program, residents would only pay for the amount of trash they discard; similar to a utility (water, sewer, gas, electric, etc.).  If residents wanted to pay less for their trash service under the proposed program, they could recycle more to reduce their volume of trash discarded.  The proposed program could also include volume-based yard waste services.

On May 6, 2010, the City Council requested city staff move forward with the proposed plan for program development, which included the following timeline:

On June 23, 2010, five residential solid waste haulers (AAA, Allied Waste, Constable Sanitation, Deffenbaugh, and Town and Country) appeared before the Solid Waste Committee to discuss the pros and cons of a comprehensive, citywide solid waste program.  The Solid Waste Committee also discussed revisions to the current Solid Waste Ordinance (Chapter 25), which was approved by the City Council on July 8, 2010. 

On July 28, 2010, the Solid Waste Commitee agreed, by consensus, on the following:

  • to create options in the RFP for haulers to bid on residential collection for a) the entire city or b) the hauler's preferred zone(s)
  • to create options in the RFP for a monthly price per household if a) the hauler handles the billing or b) the City handles the billing
  • to utilize a longer contract (at least 5 years) so as to increase bidding participation and allow haulers to amortize their equipment, which reduces costs to residents
  • to have all solid waste (trash, recycling, andor yard waste) collected from an individual home on the same day as opposed to being spread across the week.  The hauler would determine which day each neighborhood, zone, etc. would receive services as long as all solid waste is removed from an individual home on the same day.

On August 25, 2010, the Solid Waste Commitee agreed, by consensus, on the following:

  • to utilize carts for trash and recycling
  • to offer three different-sized cart options to residents for trash and explore the possibility of offering two different-sized cart options to residents for recycling
  • to allow the haulers to provide rates in th RFP for the different-sized cart options without a minimum increase requirement between the options. 
  • to to create options in the RFP for haulers to choose to provide stickers or bags for 'extra' trash
