FAQs

General Overview

To maintain public safety and manage unusually high demands on city staff and emergency services during the 2026 World Cup period, temporary adjustments are being recommended for certain event types, permits, and activities between early June and late July.

No. All recommendations are in effect for the World Cup operational period in the summer of 2026.

Special Events

Block Parties, Parades and Athletic Events

No. Block party, parade and athletic event approvals will be paused from June 11 to July 19, 2026.

Emergency response resources (police, EMS, fire) will be reacting to the influx of visitors and regional support at this time, so there may not be enough to staff additional events. These events can also block roads, causing traffic flow issues in neighborhoods and hindering emergency response.

Residents may hold gatherings on private property (driveways, backyards) rather than closing public streets.

Food Trucks (Private Property Only)

Food trucks are permitted to operate on private property without restriction on hours of operation between June 11–July 19, 2026 in the Downtown area.

Adjusting hours allows us to manage parking availability and inspection workload.

Food Carts (Sidewalks and Public Parking)

No. Approvals for food carts on public sidewalks or public parking spaces will be paused from June 11–July 19, 2026. Pausing these approvals can allow us to maintain pedestrian flow and preserve public parking.

Yes, if they meet Unified Development Ordinance (UDO) mobile vending standards.

Temporary Vendors (Pop-Up Sales, Tent Sales and Sidewalk Sales)

No changes are recommended. Normal review will continue, especially for traffic and parking impacts.

Mobile Retail Vendor Rules

Fireworks

Large public displays will not be approved from June 11 to July 19, 2026.

Yes. Legacy Blast will be held on July 2, 2026, due to conflicts with World Cup matches.

No. Personal fireworks regulations remain the same.

Yes. Applications must indicate any fireworks, flame effects or smoke, as all require Fire Code compliance.

Commercial Special Events (1,000+ people)

No. Events requiring security (1,000+ participants) will not be approved from June 11 to July 19, 2026.

Entertainment Events

No. Approvals will be paused for June 1–July 25, 2026.

No. Downtown Days occurs outside the restricted period and will be held at the same dates and times as usual.

Signage

The City is considering relaxing restrictions for temporary signs on private property (May 1–Aug 1, 2026) and possibly suspending permits for temporary signs.

No. ROW signage remains prohibited.

As a City, we want to prevent sign clutter and illegal placement that can cause traffic safety issues. We want to make sure that our staff can address these problems in a timely manner.

Right-of-Way and Public Property Use

Shared Mobility Devices (Scooters, Bikes, etc.)

We are not making changes to our current regulations. The permitting process for these deployments is very rigorous, and we don’t anticipate any companies getting the necessary permits and deploying a fleet of scooters or bikes in time for the 2026 World Cup.

Technology Deployments (Wireless, Cellular, Wi-Fi)

Existing small-wireless facility permitting remains in place. Only specific portable wireless solutions may be allowed.

Wireless infrastructure permitting must remain compliant with state law and ROW safety requirements.

Public Parking Lots and On-Street Parking

No. Temporary Traffic Control (TTC) permits for reserving public parking will not be issued between June 1 and July 25, 2026. Due to the expected number of watch parties and events occurring throughout the city, parking must remain fully available to the public. Enforcing exceptions would be difficult due to the limited staff availability at that time.

Right-of-Way Use (Sidewalks, Alleys, Curbs)

New ROW uses or encroachments would not be allowed, but existing encroachment policies remain in place. ROW management is essential for ADA access, emergency response, and pedestrian safety.

Vehicles for Hire (Tours, Carriages, etc.)

The City is considering limits or temporary prohibitions for sightseeing carriages and similar services due to congestion and safety.

Those may be excluded from restrictions; the focus is on sightseeing and novelty vehicles.

Licensing

Short-Term Rentals (STRs)

Rules for short-term rentals (AirBnB, VRBO, etc.) are not being changed. Those interested in obtaining a business license to operate a short-term rental from their property can find the restrictions in our UDO.

UDO Restrictions

No. Homeowners Associations will still have the authority to impose additional STR restrictions.

Business Licenses

Yes. The City has replaced proof of state tax clearance with an applicant acknowledgment and implemented a simplified license for incorporating additional business locations. This license still requires a $50 fee.

Liquor Licensing

The City does not intend to make changes to liquor licensing. However, the State of Missouri recently passed changes in allowable hours of distribution or sale of alcohol. To maintain our current hours for distributing or selling alcohol, the City must propose additional ordinance language to the Alcohol section of our City Code.

Peddlers and Solicitors

No. Peddler/solicitor permits will not be issued between June 1 and July 25, 2026.

Environmental Regulations

Littering and Illegal Dumping

No. Existing rules remain, though increased enforcement may be necessary.

Illicit Discharge (Stormwater)

No. Standard MS4 compliance remains.
