Lee's Summit Animal Control

Animal Control is operating by appointment only. 

Animal Control provides enforcement of Animal Control Ordinances to ensure the humane treatment of animals while protecting public health and safety within the City of Lee’s Summit. 

Temporary shelter is provided to more than 4,000 stray, unwanted, abandoned, orphaned, and injured animals each year. With a 98 percent adoption rate, Animal Control makes every effort to find each pet a new home if an owner cannot be located.

Animal Control responds to calls for service regarding animal abuse, animal bites, pet waste, barking complaints, and the disposal of deceased animals. Traps are also available for nuisance wildlife causing property damage.

Adoption fees include rabies and other vaccinations. A pet license fee will be added for all adopters who reside in Lee's Summit. Adopted animals leave the shelter once they have been spayed or neutered. Vet appointments will be scheduled with a vet office in Lee's Summit once the adoption is finalized. Animals that need to be spayed or neutered can be picked up by their new owners at the vet's office once the procedure is complete.

Pet Licensing Info - Pets can be licensed at Animal Control, City Hall, or participating veterinarian offices*. City Hall is located at 220 SE Green Street. A valid rabies certificate and proof of pet sterilization (if applicable) are required. A lifetime license can be purchased if the animal is microchipped. Lifetime licenses are only available at the Animal Shelter and City Hall.

Note: Set your browser to accept cookies and pop-ups from licensepet.com). CONVENIENCE FEE: At checkout, you will be charged an additional 2.25% convenience fee.

Refund Policy - All pet licenses are final; no refunds. Pet licenses are issued for the calendar year, regardless of when the license was obtained (no pro-rating).

Delivery Method - Licenses purchased or renewed online are mailed via the United States Postal Service near the end of the business week.

*The following veterinarians provide pet licenses in their offices for an additional $3 convenience fee: Lee's Summit Animal Hospital, Lee's Summit North Animal Hospital, Cedar Creek Veterinary Hospital, and Raintree Animal Health Center.

Below is a list of common questions about the City of Lee's Summit Animal Control. 

General FAQs

The victim and the animal's owner must report any animal bite or scratch to the Animal Control Department immediately.  The animal will be placed in confinement for a 10-day period, during which it can be observed for signs of rabies.  This confinement period must be completed at the Municipal Animal Shelter or a veterinary clinic in Lee's Summit.

All cats and dogs must be licensed prior to May 1 of each calendar year. Pet owners must bring a certificate of rabies vaccination to City Hall or the Municipal Animal Shelter to prove that their pet has been immunized against rabies by a licensed veterinarian within the previous twelve-month period.  Pets that are altered and permanently microchipped are eligible for a Lifetime City Pet License for $50. When the animal is outdoors, it is the owner's responsibility to ensure that the animal wears a collar or harness with a current rabies tag. Additionally, the owner must provide proof that their pet has been surgically altered (spayed or neutered). This is typically found on the rabies vaccination certificate, or you can bring an invoice from a veterinarian showing the surgery has been completed. If you have the postcard notifying you that your renewal is due, please bring it as well. Neutered or altered pets are licensed annually for $10. For unaltered animals, the licensing fee is $45 per year. Additionally, you can now license your pet online and receive tags by mail. 

The City accepts cash, checks, or credit cards to pay pet license fees.

Pets that are outdoors must be effectively restrained by a chain, leash, or other device, or kept in a completely enclosed area from which they cannot escape, even when on their owner's property. If restrained by a leash or other device, owners must follow the City's Tethering Ordinance.

City ordinance declares as a nuisance any dog that barks, howls, or whines in an excessive fashion so as to disturb the sleep of a neighbor. A formal complaint may be filed against the owner of such an animal if you, as the complainant, are willing to appear and testify in court. As with any noise complaint, barking dog complaints may be handled by a police officer when an animal control officer is not on duty.

If you observe any animal subjected to questionable living conditions, abuse, neglect, or extended periods of tethering, please contact Animal Control at 816-969-1640 as soon as possible. 

Any area where an animal is kept must be clean at all times. Additionally, pets are not allowed to deposit fecal matter on others' property, and owners are required to immediately clean up any pet waste deposited on public property.

The number of dogs and cats in one home is limited to any combination of three, over six months of age.

If you observe an injured animal, do not touch it, as it may bite you out of fear or pain. Call Animal Control at 816-969-1640 as soon as possible so that the animal can be removed and treated for its injuries.

Please call Animal Control so it can be removed and disposed of properly. If you, as the owner, have lost your pet, you may contact Animal Control for removal for a fee. 

The City has no breed-specific legislation banning the ownership of certain dog breeds. City ordinance does, however, provide specific regulations for dogs that meet the criteria of "dangerous dogs."  If you observe a dog exhibiting an aggressive attitude, it should be reported to Animal Control.

On occasion, Animal Control may need to set a trap for a wild animal that has become a threat to public health or safety.  If you have a wildlife-related problem or question, Animal Control can help you find a solution. You may also be referred to the Missouri Department of Conservation.

Regulations

The Animal Control Department enforces all animal-related ordinances found in Chapter 5 of the Lee's Summit Code of Ordinances. 

Frequently Enforced Animal Ordinances

While outside, all dogs and cats must be contained at all times by a fence, leash, or tether.

All dogs and cats must be properly vaccinated for rabies by a licensed vet.

An animal cannot be tethered for more than 30 minutes at a time and no more than 3 hours in a day. The animal must remain supervised while on a tether. You must provide the animal with shelter and water while it's on a tether.

Any dog that barks, howls, or whines in an excessive manner can be considered a public nuisance and should be reported to Animal Control.

Residents are allowed to keep six hens on their property as long as they are properly contained and no closer than ten feet from the property line or forty feet from the next nearest residence. Chicken pens must remain clean and impervious to predators.

No resident is allowed to have more than three dogs, cats, or a combination of dogs or cats over 6 months of age.

Residents are not allowed to have livestock (pigs, goats, horses, cows, etc.), unless the animals reside more than four hundred feet from the nearest residence.

The City of Lee's Summit does not have any breed-specific bans.

Missing your furry friend? Chances are that we have found them loose or someone has brought them to our shelter. Please contact us to inquire about your missing animal. If your animal has been missing for an extended period of time, we have lost pet forms that you can fill out at the shelter.

Volunteer Opportunities

Any person interested in volunteering at the shelter must complete a Volunteer Agreement Form and return it to the shelter to be added to the weekly schedule. Make sure to review the Volunteer Task List before your first shift begins.

We have two different types of volunteer opportunities:

Community Service (supervised, for credit hours):

  • Monday through Friday: 8 - 11 a.m. and 3 - 5 p.m.
  • Saturday and Sunday: 8 - 11 a.m. and 12 - 2 p.m.

Open Volunteering (unsupervised, no credit hours earned):

  • Monday through Friday: anytime between 10 a.m. and 5 p.m.
  • Saturday and Sunday: anytime between 10 a.m. and 2 p.m.

If you are interested in volunteering outside of the shelter, we partner with Heart of America Humane Society for off-site adoption events and fostering.
