This 5.6-acre park was purchased in 1975 and developed in 1976 with grants from the U.S. Department of Interior. In 2024, it underwent renovation.
The Lower Banner Park playground features a Nucleus elevated play structure with climbing and sliding components, a palmetto saucer swing, a single post tot swing, a ground-level dome climber, and a multi-component play feature specifically designed for children ages 2-5. A 16-foot by 16-foot shelter, 10-foot wide multipurpose trail, and park benches enhance this park. Playground turf was also installed.
