| Arts Council |
The Lee’s Summit Arts Council is a standing committee comprised of citizens and professionals established primarily to coordinate efforts between agencies and educate the public regarding community arts opportunities. |
| Beautification Commission |
The Lee's Summit Beautification Commission is a volunteer organization dedicated to enhancing the overall appearance, environmental awareness and livability of Lee's Summit. |
| Board of Aeronautic Commissioners |
The Board of Aeronautic Commissioners review issues pertaining to the Lee's Summit Airport including the budget, operations, FAA regulations and other matters deemed appropriate as well as submit recommendations on issues requested by the City Council. |
| Board of Appeals |
The Board of Appeals consider and decide appeals of orders, decisions or determinations relative to the application and interpretation of the adopted building codes, fire codes, and Design and Construction Manual. In addition, the Board of Appeals also reviews updated editions to the International Building and Fire Codes for recommendation to the City Council and serves as the Contractor Licensing Board that hears matters related to contractor performance concern(s) related to building construction. |
| Board of Zoning Adjustments |
To hear and decide appeals, to vary or modify the application of any of the regulations or provisions relating to the use, construction, or alteration of buildings or structures or the use of land in conformance with the standards specified so public safety and welfare are maintained and substantial justice done. |

| Charter Review Commission |
Approximately every 10 years, the City Council appoints a Charter Review Commission to review the Charter and recommend to the voters of the city proposed amendments, if any, to the Charter. |
| Community Development Block Grant Committee (CDBG) |
The City of Lee’s Summit receives federal funds provided through the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The Community Development Block Grant Committee reviews applications and decide on a recommended allocation of grant funds for City Council approval. |
| Community Development Committee |
The Community Development Committee reviews current or proposed policies or ordinances dealing generally with planning, zoning, residential and commercial development, park land use, code enforcement, general landscaping issues and any other related issues. |
| Finance and Personnel Committee |
This Council-based committee was formed to review personnel considerations and the City's annual budget including monthly financial transactions, statements and investment actions. |
| Health Education Advisory Board |
The Mayor-appointed board assesses health issues in the community, educates the public and appropriate government agencies about identified needs, develops plans to address health issues, and evaluates the effectiveness of said efforts. |
| Historic Preservation Commission |
The Historic Preservation Commission is comprised of City residents, business or property owners striving to increase public awareness of the value of historic, architectural and cultural preservation by developing and participating in public information programs and by updating the preservation program. They also review proposed changes to buildings, structures, street furniture, city parks, civic areas, public facilities or environmental features of a Landmark or properties located within a Historic District. |
| Housing Authority |
As a subsidiary of the federal government, the Housing Authority follows specific regulations and guidelines, as set forth by the Housing and Urban Development Department (HUD) to assist the elderly, handicapped and low-to-moderate income citizens with housing needs. |
| Human Relations Commission |
The Human Relations Commission works to ensure that all persons shall be treated fairly without discrimination or prejudice and with dignity based on their individual abilities, qualifications and qualities. They encourage the cooperation of all community groups and work with civil rights organizations, community organizations, law enforcement agencies, school districts and other community education institutions to foster better human relations and collect and review data relating to patterns of discrimination, hate crimes, hate group activity and general issues of civil and human rights and community relations. |
| Industrial Development Authority |
The Industrial Development Authority promotes and solicits industrial and economic development projects; as well as acquire, improve, maintain, equip and furnish projects, including all real and personal properties which the Authority may deem necessary. |
| Jackson County Board of Equalization |
Under the Jackson County Charter, Lee's Summit is entitled to a voting representative and alternate on the Jackson County Board of Equalization to hear and rule on appeals of valuation of property which lies within the boundaries of Lee's Summit. |
| Land Clearance for Redevelopment Authority (LCRA) |
The LCRA may provide the financing of any land clearance or urban renewal project within an approved redevelopment area through, among other powers, the issuance of bonds or certificates of qualification for tax abatement for property owners within the area. |
| Lee's Summit 360º Implementation Committee |
The Lee’s Summit 360º Implementation Committee is charged with facilitation and guidance of the implementation process of the 2009 Lee's Summit 360º Strategic Plan. The strategic plan contains a list of ideal goals that the City and its partners would like to accomplish over the next 10 to 15 years and will be used by this committee and the stakeholders as a general roadmap to assist in creating the ideal community where all Lee’s Summit residents, visitors, and businesses can live, work, and play. |
Legislative and
Inter-Governmental Relations |
Established to work on developing City positions on state and federal legislative matters affecting municipalities, the Legislative and Inter-Governmental Relations Committee facilitates in developing the annual state and federal legislative programs for City Council consideration. They also work with city staff to monitor legislation introduced at the state and federal level affecting municipalities and identify issues for the Council to consider taking a position and/or lobbying state or federal legislators. |
| License Tax Review Committee |
The License Tax Review Committee evaluates and comments on the annual report regarding the license tax. |
| Municipal Building and Equipment Authority, Inc. (MBEA) |
A not-for-profit corporation 501(c)3 created in 1984. The MBEA may manage project development and oversee future operations or future cultural amenities. |
| Parks & Recreation Board |
The Parks & Recreation Board , appointed by the Mayor, governs parks in conjunction with Missouri Statutes, controls the supervision, improvement, care and custody of parks and recreation activities. |
| Planning Commission |
The Planning Commission considers issues regulating and restricting the uses of land, the use and location of buildings, building height and land area for development. They also review ordinances and policies regulating land use and adopt a Comprehensive Master Plan and Transportation Plan. |
| Public Safety Advisory Board |
Advises Staff on methods and procedures to improve public relations and public image; recommends improvements and has the ability to initiate investigations regarding general public complaints against the Fire and Police Departments. They also receive reports on traffic activities, and reviews and studies fire prevention, fire safety, law enforcement and animal control ordinances for recommendation to the City Administrator and City Council. |
| Public Works Committee |
This Council based committee reviews matters relating to public works (engineering, streets, airport, and solid waste), water and wastewater. They also consider current or proposed ordinances or policies addressing all infrastructure and transportation issues in conjunction with the Design and Construction Manual including issues concerning the Lee’s Summit Airport. |
| Railroad Task Force |
The Task Force was created to enhance communication, correct misinformation and continue evaluating strategy for monitoring and opposing reactivation of the old Rock Island Railroad. |
| Solid Waste Committee |
This Council based committee review matters relating to solid waste prior to consideration and action by the City Council. They also consider current or proposed ordinances or policies addressing solid waste issues in accordance with Solid Waste Management Plan and permitting requirements. |
| Tax Increment Financing Commission |
The Commission review all proposed redevelopment plans, redevelopment projects and designation of redevelopment areas, and amendments thereto, and, make recommendations to the City Council concerning the adoption of, or amendment to, redevelopment plans an redevelopment projects and the designation of redevelopment areas. |
| Water Tap Fee Review Committee |
The Water Tap Fee Review Committee reviews the methodology and calculation annually. Water tap fees and a methodology of calculating water tap fees were adopted and imposed in 1996 on new water service connections. Provisions in Ordinance No. 4213 and 4248 established a procedure for the preparation of an annual report by the City Manager and an annual review by the Water Tap Fee Reveiw Committee and the City Council. |
